The only thing that Elon is partly wrong about there is that CB's are restricted by FCC regulations... in the states. But the main restrictions are don't key the mic for more than 20 seconds so that others have a turn to talk and don't have an amplifier above a certain power level. functionally, it's don't be a douche rules.
