The homeless in Pittsburgh will camp under the bridges in the warmer months. With as cold as it is the Cold Weather shelter would be open so it wouldn't be as populated under there this time of year. That community would know if anyone was there, if you knew who to ask and they trusted you. It's possible, and likely, people were under it.
