The bridge was in bad shape... easy to finish off perhaps and a lot of plausible deniability there. It is cold enough that the homeless may not have been outdoors... and a few select charges on 100+ yr old rusted structure at a low traffic time of day and BOOM you gotta false flag to push another infrastructure bill. Most of Western Pa is not Buyden it though.
