Historically? Sure. But in modern times? Our enemy is a like a hydra in the sense if we chop off one head and another will just take its place, its pretty pointless. Ther real point of killing tyrants is thats been the easiest way to assume control. Thats all we really need to do. Assume control. Thats it.
