How are they going to get more fuel especially if the government doesn't want them to?

They don't even have to idle. Many trucks have backup generator/heat systems that siphon diesel off the tank to allow heating and cooling in no-idle areas
The problem is, in the temperatures they're dealing with, you won't get a diesel engine going if you let it get cold.
