How are they going to get more fuel especially if the government doesn't want them to?

Going ten hours on one gallon of diesel in a large engine seems a bit optimistic to me
Run lean at low RPM and it can be done
A diesel barely sips fuel at idle. More like they dip the tip of thier tongues in it.
I understand that quite well but there's no way it sips a tenth of a gallon in an hour. My limited research is telling me they use around 0.8-1.0 gallons idling for an hour. I don't own one though, so I don't know anything.
