It's an 'Offer' by the tyrannical regime to (1) appease and squelch the growing anger and (2) to buy time. This is classic Tyranny 101. Read your history folks.

The only way to end tyranny is by decapitation and to remove and prosecute the regime members responsible for it.

Increase your campaign and resolve whenever an 'Offer' is made.
