Wanted to write either they have something else in store for us, or they are beginning to see the writings on the wall. It is rumoured that UK stopped restrictions due to litigation, so perhaps you are right?

Why would they do it if they were not put under pressure? Seems the most likely explanation: once individuals are threatened the rest back off.
