I disagree. One lane will open as a sign of good faith, and it will close again if the government doesn't pull through.

There seems to be a revolt in the Alberta government and it seems to be between urban and rural representatives. One Canadian Conservative leader has already been booted this week, and the sentiment might be contagious.
