I would think that cutting off cell service has a dual effect for the Commies in control of the govt.

Doing so will make it harder for the truckers to communicate
Cutting cell service will make the locals even more angry when they can't use their toys and they will begin to take it out on the truckers even more than the freak that was screaming he can't sleep.
