Ehhh it's a little more nuanced than that. The bots and shills set up the threads so the sentient NPCs know which direction to circle jerk. It's those bots and shills that lead them down the road to self destruction. So they aren't 'mostly' bots/shills they are just the ones leading the narrative and dictating wrongthink. If your definition of bot/shills extend to those sentient NPCs that unknowingly push the approved beliefs then you're right.
