The goal of the false flagger is guilt by association. He sends his own men with the Nazi flag out some place relatively safe for a very short period of time, gets the picture, and then immediately uploads it to social media and starts blaming the crowd.

The flag was flown well away from the main body of the protest, because the actual protesters would've called the guy out and potentially unmasked and identified him as a false flagger.
