Yes but Canadians don't say "oot" and "aboot"
They say "oat" and "aboat"
For the -ou- diphthong, Americans and most Brits use short O + long U = ah + oo
Thus 'out' = ah oot = 'owt'
Canadians instead use long O + long U = oh + oo
So 'out' = oh oot = 'oat'
This pronunciation is somewhat common in the border states of Minnesota and N. Dakota also
