The military has experimented on its people, knowingly or not, for many decades. Before Vietnam they were exposing Marines and Navy to upper atmospheric nuclear tests and forced them to wear badges to measure what radiation they were exposed to.
Common sense says badges without hanging from a neck will still measure radiation. They forced the individuals to experience that radiation so they could follow their health in later years to determine outcomes. Many died of cancers only obtainable through very specific nuclear radiation. My dad is one of them. This is not new. It's just a different version.
