The issue is far, far wider than just the heads of state. Since Covid dropped there has been no Opposition anywhere in the Western world to the gleeful assault on human rights. Every single Opposition party has promised that they would remove human rights faster and far harder than the government in power (with a few notable exceptions like De Santis and Bolsonarro). We are literally dealing with Hydra, cut of one head and two more will sprout to carry out exactly the same. Trudeau is merely the symptom, the problem is electoral integrity - everywhere around the western world there was a radical turn in ever single government the moment the election was stolen from Trump. From that point on, the gloves came off and politicians started acting like the electorate stopped having any power over them at all. Until, there is integrity in voting across the Western world, the human rights abuses will continue. Electoral irregularity should be treated as treason and if found guilty the only automatic penalty should be a televised public execution for all involved.
