People who live in the cold know how to dress for it. There are many winter festivals going around in cities across the northern climes right now so people would be outside anyway. I know its hard to understand if you live south of Tennessee but here in Michigan its really nothing unless the wind is blowing. Its an excuse to drink applejacks and Schnapps and hot chocolate around the fire while you watch the kids skate.

Look up tip up town on Houghton and Higgins Lakes in Michigan. It is a weeklong party on the ice. Personally I love the winter.
