It is 100% grammatically correct albeit an outdated phrase that is not often used anymore. If anything, I would say that the person writing that is most likely an older individual with a very strong command of the English language.
I don't mind arguing opinions but it's inefficient to argue facts. Especially as I am a native English speaker. You can look for "refer" in the dictionary the same as I can.
