I think he made a calculation as to what would cause the least harm and took it.
He is a strategic thinker. He knows what the press will do if he makes any statement.
I believe he decided that he would take the loss to his own support to help us fight the vaccines. He is not stupid, and I don't think there is any evidence that he gained anything by his stance.
