A popular and effective strategy to use against a nation under siege, embargo/blockade or occupation is to target prisons, courthouses, and all local or municipal government type offices covertly. Which paralyses any effective response and increases the chaos in these places.. so the besieger can then point at the chaos and 'helpfully' step up aggression levels.. you know, to keep the peace.

Totally the case as to what happened here.
