If you take out the body doubles and arrests this might not be too far from reality. I think the most likely scenario is that Trump has access to information now that could act as a mutually assured destruction sort of thing.

So he is able to prevent them from doing the most horrific shit, while we slowly take back control of the REAL levers of power.
