Funny how crime in Ottowa has basically gone to zero except for the police keep engaging in petty theft. I suppose they need to create the crimes that justify their existence so they can solve the crimes and demonstrate their usefulness and necessity.

It's a novel idea, and unfortunately all to common a behavior in law enforcement groups. Just ask the FBI as they are masters at creating crime events and using these created crime events to show how amazing they are at uncovering the criminal activity and solving the crimes.
