If they used glow in the dark paint (the one that requires uv light to charge), it'll glow all night and still be visible at night... in fact, there are also invisible versions of that paint so you don't see it in the day... only at night.
Not that i'm suggesting folks to go out with invisible glo paint and start drawing dic pics on federal buildings
