A direct acknowledgment by the U.S. Government that its citizens have lost trust in it.

Trust is earned!

This "Bulletin" makes accusations against a large portion of those same citizens all while saying, "Trust us! Trust us more!"

Trust is earned, with diligence and effort - and O' so easily lost.
