Withhold all tax payments. Can taxes be held in escrow account until $ is forwarded where intended?

At least in USA $ donated for a specific need cannot be used for another. EG I know a priest who took $ donated for candle fund, renovations, heating etc and invested in the stock market for himself losing it all. Was about to get sued so bishop transferred him and shortly after he died. A lot of good that $ did for him.
