Declaring a "State of Emergency" doesn't change the situation.
What it DOES do is help businesses who are being hurt from the strike. Contracts and delivery requirements are relaxed, businesses can get loans due to the 'state of emergency', funds might be available to pay for damages or losses, possibly makes a big difference for business insurance.
Don't read too much into his "state of emergency" declaration.
They declare the same thing in Texas due to large damaging storms. That typically is the prompt for state money to flow in, for insurance companies to get involved and start the recovery process.
