But how do they make sure that these revocations are permanent? What's to stop them from re implementing them in a couple of months due to 'spikes'.

They wont be permanant. This is the tactic of placating the citizenry. Make them think theyve won; they go home; then the arrests start just like Jan 6th and the mandates return to fight the new HIV boogeyman, a boogeyman that they also created in a lab and intentionally unleashed on the People.
