I am more than willing to believe that governments have done some shady shit like this on occasion.
It would, in all honesty though, account for probably 1% of 1% of 1% of 1% of contrail like cloud structures in the sky across history.
Contrails are ubiquitous. They totally fill the sky in the 8th Army Air force photos.
Peeps that are unaware of the atmospheric effect of contrails are a menace.
