Amateur Extra here, licensed 51 years. She is a Technician, he an Extra. She has very limited bands, mostly VHF, to communicate on. There is no Morse Code requirement for any ham license so why would she “communicate” via Morse? This doesn’t add up.
There are many Weak Signal digital modes that would be better for communications. However, the most secure is to try and find a public phone and call someone. NSA sweeps up all the cell phone conversations but I doubt they bother with the few remaining public phones.
That would only work if both parties are tied to the local exchange. As soon as it goes out on a fiber network, it's going to go through other exchanges, and quite likely hits the internet.
Do you know if she would have been able to transmit pictures? It seems like morse code would be kind of unusual these days. Maybe not. But embedding messages into images wouldn't be too hard to do.

I know nothing about HAM radio, but I’ve always been curious; what is so special about HAM radio that you need a license from the federal government to use it?
1.5 kW of RF power (it can severely hurt and/or kill you if you don't know what you are doing), frequency band privileges that span across the spectrum (you need to know where you can/can't go so that you don't interfere with licensed users like public safety, business, gov, etc), and that the fact that HF shortwave signals can go international (callsigns - part of which identifies your country - identify where you are from and who you are).
