Espionage is Treason if you're spying on your own side; both remain capital crimes. Stronger times may refer to the erosion of the political might of the US by foreign infiltration. It may also be a backhanded jibe at the weak and feckless political elite or a general assessment of the state of our nation's will to act against injustices.
