One strategy might be for every trucker to get to know and be able to vouch for one other trucker.

With so many trucks, it could be easy for some bad actor to get lost among the crowd and cause problems.

But if everyone gets to know their neighbor well enough it would make it much harder.

Instead of a couple eyes trying to monitor thousands, it would be thousands of eyes watching most everything.
