They don't have any choice. They all bought non-refundable goods (if you can call it good, it's certainly the opposite of Good).

Canada bought enough to jab every citizen 10x and still promised to buy more.

They can't get out of their contract, and they can't push it any harder on people. As is so often the case, bye bye tax money!
