Absolutely. In fact I know I read they no longer recommend mammograms for women over a certain age because the risk of cancer from the mammograms is higher than the risk of dying of cancer without them.

ALL medical radiation should be carefully considered in light of the well-supported fact that RADIATION CAUSES DNA DAMAGE AND INCREASES THE RISK OF CANCER.

Sometimes the risk is worth the benefit. Often it isn't.
