This is normal for this clown. He will apologize for things other people do and uses government money (never his own) to make it "right". But he will never apologize for anything he did. Also, this refusal to answer questions given to him and going off into an unrelated pre-scripted series of meaningless political slogans is normal for him. He does it every time he is faced with serious allegations, which is surprisingly often. He did this a lot when faced with his SNC Lavalin scandal. Basically, parrots the exact same lines like a young child might. The main issue is the media lets him get away with it. Any sane person would look at what he's doing and would know he's hiding the truth, but the media (who he funds with taxpayer money) gives him a free pass. It's insane the things he has been allowed to get away with. Previous prime ministers have resigned for less. Here is an old article about the exact same thing.
