Title is slightly misleading. The Finnish MP talks about homosexuality being sinful and that homosexuals are dysfunctional, citing the Bible. She is right. But they've now for a while called any sort of dissent with the lbgtqabc123 agenda "hate-speech". They're not calling the Bible as a whole hate speech and I think that's a distinction that needs to be made.
