We were living in the Philippines a few hours from where this perp had his base of operations. When the news broke people were afraid to let their children out of their sight. The Philippines has strict laws to prevent child abuse, but it's a poor country. This fellow will eat the most crappy food imaginable unless his family provides for him. Old Testament rules should apply.
