Homeless drug addicts are never even processed for their crimes, don’t let up, let them run out of room to attempt locking people up. Also, broadcast the names and faces of those “just following orders”, make them have to think about how their image will live on the internet and history books forever. When this is all over, every “just following orders” should face consequences
