Seriously, any decent security would establish roof top zones of fire and OBSERVATION. The trigger would be any crowd for any reason. I

Even a peaceful crowd would be great cover for bad people to act. On the other hand, I highly doubt those on the rooftop are friendly, their narrative has been a lie and they may be brainwashed.

Complete walk out of Ottawa security and protective forces is needed. You could leave those places wide open and the peaceful people of Canada would lock the doors for you.
