Heavy refugee immigration could also possibly be an indicator of an ongoing spin down of former adminstrations' US foreign policy in the Middle East. Groups who may have sided with the US during past wars, may now need safe places to settle.

Not sure who said it, but there's a somewhat fitting quote:

"No matter what other nations may say about the United States, immigration is still the sincerest form of flattery."
