Government invoked the act in the same way that someone might declare bankruptcy by yelling out the window "I declare bankruptcy!".

The debate was to happen on Friday but was cancelled because the act itself was in effect and police action was to take place. There is to be a vote on the act this afternoon and it's unclear if it will pass, but what is perfectly clear is that a bunch of damage is already done and the deputy Prime Minister is making the financial tools the act allows for to become permanent.
