Can't do that unless they're never claimed. In America, tow/impound lots cannot legally sell impounded vehicles unless it's been 30+ days. Not can the State sell them unless they've been legally confiscated, i.e. by order of a judge.

Maybe a Canada order can clue us in your laws?
