Q said right at the start they make some deals. "Deals must be cut for people to walk away otherwise 70% of elected politicians would be in jail"

If Q said no deals to literally every other prime minister/president around the world, they would all just nuke America immediately.

They said no deals for specific people (in the context of the top puppet masters).
