I just spoke to a Cananon about this. Rumor is the senate was asking difficult questions about this and it was looking like it wouldn't pass.

Could be the senate was asking questions because of the bank run. I guess it could be a face-saving move, which from Trudeau's perspective would be better than a no-confidence vote.
