Tamgas are not unique to Khazars but are seals used by many different tribes of Eurasian nomads, and the one shown is just one of many designs that exist. Oddly, though, an unvetted source (possibly pro-Russian propaganda) found by reverse search suggests that when "in 985, Prince Vladimir seized Khazaria", the trident tamga shown here was in use by Khazars and was then copied onto Vladimir's coins, beginning a new but intermittent Russian tradition of tamgas. (The same article also links the crowned lion in the Ukrainian draft crest containing this trident with Nazi use of the same lion.)

Thus it would appear logical that Ukraine is seeking to symbolize itself with repurposing a Khazar symbol as well as Austrian Nazi and other symbols. [There is evidence that later in the reworking the small state seal (OP left) was intended also to include the initials of V. F. Yanukovich, which resemble B, phi, and reversed R; it has also been read as the Ukrainian for "freewill", in much the same way many readings are possible for the US dollar sign.] But the famous conversion of the Khazars to Judaism should be tempered with the recognition that Vladimir, their conqueror, formally converted his nation to Byzantine Orthodox Christianity in 988. Thus the trident has been repurposed in much the same way that what was a Roman symbol for torture (the tau cross) has become the classic symbol of Christianity. The people involved in choosing this are making many broad and sweeping claims and not just connection to the Khazars.

A version of the tamga (OP right) is watermarked to wildwheels.ru, but this does not lead further. Noodling around Quora didn't turn up much more history but generally supports the theory above and provides some good instances of the trident tamga:
