It's only for the cops and military ie the ones that they need on their side to crush the massive peaceful popular uprising that is going on. It's a start only. And now we know why Jabcinda has been acting and looking like she's been holding out for something to use to change the narrative - the WEF Ukraine Wag the Dog movie! She's so transparent. She's going to use the "OMGWTF the humanity, the suffering in Ukraine - it's going to be a crime against humanity to go through with the massive General Strike" that is coming if she doesn't fold on the mandates. They're still quietly pushing ahead with the fascist new laws that Uncle Klaus tells her to. We're still teetering on the edge of losing it all over here.
