I doubt it would be that hard to make remote “honk boxes” and leave them all over the city. A 12v battery, 12v timer and a a cheap harbor freight air horn kit. Drop a couple hundred randomly around the city….. let freedom ring, errr, honk!!

Claiming PTSD .. will probably get an ambulance chaser to sue truckers , they lost their minds long before the horns !
