I'm no expert, but the Russians feel pretty strongly about not letting anyone sneak up on them ever again after what happened to them in WWII.

Ten million soldiers killed. Soviet loses along equated to the dead of all belligerent nations on all fronts in WWII. Every week Russia saw an entire football stadiums worth of dead. And every three months suffered as many losses as U.S. did in entire war. 17 million civilians also died between 22, June 1941, and 8, May 1945.
