He can only prosecute someone if he can prove they are actively obstructing his investigation or are actively engaged in an ongoing crime (as is the duty with any official to report such activities).
Everything else he comes up with are simply recommendations given to those who put him in charge on how to proceed with the facts he provides.
So nothing will happen, IOW. As I suspected. Sick of people ignoring the fire by trying to explain away the smoke
If his recommendations are completely discarded, he has a grounds to pursue and investigate the WEC due to their obstruction.
It's a waiting game now, and whether or not he is willing to pull the trigger and hold them accountable.
Make note of the hostility they showed him. If they get too bold, he can nab them.

How could be "nab them?" This judge can't even get people to obey subpoenas.
Through obstruction of justice.
Special Counsel basically just increases the bounds of Obstruction of Justice and permits the Special Counsel to skip having to go through a Judge every time they meet resistance.
A Special Counsel is just a Prosecutor/Investigator tasked with finding matters of fact for the Court, so that a Judge doesn't have to spend every waking moment approving the Special Counsel's investigative actions. They are given a special Authority that exceeds above all other parties and anything they present is presented before the Judge as non-debatable facts.
The SC today stated as a matter of fact before the Counsel that election laws were broken. Crimes were committed. He declared it as Fact.
It's up to the Judge, the Committee, and Clerks to determine if there is a case in which the facts can address grievances or remedy damages. If they put their hands up and say they wont' do anything one way or the other, then they are aiding in abetting in a factually determinate crime after the fact.
I'm not 100% on the semantics and procedure of Wisconsin, but that's my best understanding based on my experience with the Law.
