Pompeo is both. FEMA director reports to him. I know it's not popular, but I think it's the logical succession of the presidency. (Devolution: terms of Pres & VP both expire; because vote is compromised and illegal, both electoral college and congressional sessions were illegitimate, meaning no speaker of the house exists, and no president of senate exists; next in line of succession is the secretary of state. It's worth noting that Pompeo never resigned, and one of his last tweets while SOS under Trump stated that he would be "transitioning to a new role." Also worth noting that cabinet members do not have fixed terms: traditionally they submit resignation to the new president, but it's only tradition, not law.) I could be wrong, that's okay. It just makes the most sense to me. I can't see any way for Trump to legally remain president after the term expires unless there was somehow a secret electoral college vote, and I don't see him doing it illegally.

There is one other theory that does provide forTrump to be President. It has to do with another theory put out under the SLAG President-in-exile series, in which Trump convened a convention of states who elected him president, probably of the pre-1871 Old Republic. I prefer this theory because of how it leads to a complete overhaul of government after winning, but I think it's less likely. If somebody has the link to that theory, I'll read up on it a bit more.
