This has been going on for decades. Example - look at our fossil fuel energy plants. They have been ratcheting down on their emissions every 10years or so at mandate of epa. The past couple of updates have only been to eke out single digit (percentages) improvements at the cost of billions to the industry (and passed on to our electric bills, btw). Yet, China goes and signs on to a climate change bill with EU and others but exempts themselves from any compliance for the next 30 years. And don't look in the general direction of India...
