As someone who watched the video he did say we needed a global governing body. One that gave people power of local decisions (I’m paraphrasing).

He said this in response to the Russia Ukraine situation and how the west has egged Putin on over the years in regards to NATO expansion.

maybe he meant a UN that actually worked, idk.
